International Program Specialist

The Organisation

As Australia’s national peak body for the community HIV response, Health Equity Matters (HEM) supports member organisations working with lesbian, gay, bisexual, transgender and intersex communities, people living with HIV, sex workers, people who use drugs, and Aboriginal and Torres Strait Islander communities. Through advocacy, policy, and health promotion it leads Australia’s effort to end HIV transmission and promote the health of its communities.

In the Asia Pacific HEM is working in partnership with UNAIDS Asia, funded by DFAT, to implement one component of the Indo-Pacific HIV Partnership program. This includes providing organisational capacity to the Key Populations Advocacy Consortium (KPAC) in PNG, and the Pacific Sexual and Gender Diversity Network (PSGDN) in Fiji, with members across 14 Pacific islands.

The Role
  
Reporting to the Principal Director of International Programs you will lead HEM’s work under the Indo-Pacific HIV Partnership program in PNG and Fiji. In collaboration with stakeholders you will ensure that all reporting requirements are met; monitoring, evaluation and learning processes are undertaken; financial oversight is provided; and commitments to facilitating gender, disability and social inclusion are met.

Other key tasks include;

• Working with program partners to ensure their voice, perspectives and priorities
• Establishing and maintaining working relationships with other donors in Fiji and PNG
• Managing Partnership program consultants and partner contracts
• Identifying and supporting the coordination of business development opportunities
• Support the DFAT accreditation process, and the HEM International Advisory Committee

Skills Required
  
With at least a Master’s degree and/or demonstrated other relevant experience, this recently established role calls for a development practitioner who can work independently within a strong community-led framework, and who ideally has DFAT grant management experience.
  
Having worked across multiple time-zones you have developed strong program management and stakeholder engagement capabilities, together with an ability to work effectively and with influence in cross-cultural contexts with people from a range of backgrounds. Excellent verbal and written communication and stakeholder management skills are essential.
Highly desirable but not essential is experience in;

• Working within HIV and with key populations in the context of global health
• Working with partners in PNG, Fiji and/or other parts of the Pacific
• Familiarity with other donor experiences, including multilateral donors
